Europe felt a moment of respite on Monday, as the tension caused by the announcement of a new 28-article proposal for ending the war appeared – briefly – to have been contained. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: a renewed assault of aerial bombardment on Kyiv.
The Rhythm of Negotiation and Warfare
The succession of opposing developments captured the harsh reality of the outgoing year. By day, diplomatic battles are conducted: positive announcements are released from different nations. Immense energy is expended on managing specific proposals. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the key method for achieving "peace".
After-Dark Attacks
As Russia's attack unfolded into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is equipped to monitor missile launches from Russian territory, a ability enabled by timely intelligence. From witness perspectives, defense planes that had been dispatched to engage hostile cruise missiles flew past – modern combat jets delivered to Ukraine by Western partners.
Soon thereafter, Kyiv's anti-aircraft weapons thundered: multiple launches fired to intercept a Russian ballistic missile. This was a modern interception technology at work, probably supplied through allied countries. Every firing jolts you unexpectedly, rattling buildings. The moment of terror quickly becomes resigned acknowledgment: maybe the approaching threat won't strike its target this time, sparing the city from devastation and additional electricity failures.
Ongoing Risks
Following this, a automatic firearm engaged a unmanned aircraft close by, part of a rapid response unit – almost certainly allied-provided weaponry. Regrettably, the projectiles didn't strike the enemy aircraft – it continued its flight toward its destination.
Intermittently, this persisted until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, destruction and infrastructure problems in numerous residences as a result of the night's assault. As always, everyone still continued their routines – experiencing conflict. But those 24 hours encapsulated Ukraine's essential dependence on external assistance – a reliance that European nations are clearly incapable to substitute in the immediate future.
Failed Diplomacy
The comprehensive proposal from US administration sparked intense emotion, discussion and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.
Every new approach from Washington adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually win the battle. This pattern will, certainly, persist.
Tactical Assessments
It is convenient to criticize certain parties of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. US administration operates on a premise familiar among experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration believes that it is impossible to force Russia to abandon the territory that it already controls in Ukraine's southern or eastern regions.
The issue is that while acknowledging this situation, American administration does nothing to prevent Kremlin actions, through words or deeds, from thinking that the situation will not evolve additionally in its favour in the near future.
Conflicting Perspectives
Therefore, the Kremlin is convinced that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their incentive to sign a deal that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to end hostilities, but they will persist as long as Russia's government remains highly assured in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing lives and land but preventing a total frontline collapse until circumstances change in its favour.
Existing Situation
Factually, there are no real preconditions for a truce. Now, personal considerations are entering the equation: political desires to negotiate peace and obtain worldwide acknowledgment, and Kyiv's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any plan Kyiv finds unworkable, so that their attention does not move to internal issues. And although their mission will now be considerably more difficult after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.
These conflicting dynamics are influencing discussions.
Summary and Prospects
It took a only one week to kill the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by US administration, pushback by Ukraine and the rest of Europe, along with calming attempts of representatives, and finally, latest revelations, all achieved their purpose.
While new initiatives based on established approaches are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and reflect certain reluctance to change the course of events, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the foreseeable future, primarily depend on ongoing international assistance.
